Mrs. Phillips was born Joanne Fountain on Sept. 11, 1935, in Rosedale. She worked for the City of Salina for 26 years, in the city clerk's office and in the personnel office. She also worked at Land Title Services Inc. for 13 years as an office assistant, retiring in 1994.

Survivors include her husband, Bob; a daughter, Jennifer Hoffmans and husband Kevin of Topeka; her father-in-law, George Phillips of Salina; and two grandchildren, Rachel and Sean Hoffmans.

A memorial service will be at 9:30 a.m. Tuesday at Immanuel Lutheran Church, Salina, the Rev. Kent Happel officiating. Private inurnment will be in Bennington Cemetery.
