Mr. Otis was born Sept. 12, 1930, in Osage City. He was a retired civil engineering consultant.

He was preceded in death by his wife, Winona.

Survivors include a daughter, Donna Jo Wilson and husband Jeff of Haysville; a son, Donnie Wayne Jr. and wife Jayne of Goddard; and two grandchildren, Mark Joseph Wilson and Sarah Lynn Wilson, both of Haysville.

A graveside service will be at 1 p.m. Saturday at Roselawn Memorial Park, Salina, with the Rev. Paul Robbins officiating.
