Mrs. Tugwell was born Frances Lydia Fuller on April 6, 1929, in Clyde. She was a homemaker.

She was preceded in death by her husband, George W. III, in 2001; and a son, Frank Berkman, in 1994.

Survivors include a daughter, Connie Harder of Salina; seven grandchildren; and nine great-grandchildren.

The funeral will be at 2 p.m. Wednesday at Ryan Mortuary, 137 N. Eighth, Salina 67401. Burial will be in Gypsum Hill Cemetery, Salina.

Memorials may be made to Hospice of Salina.

Visitation will be from 10 a.m. to 8 p.m. Tuesday at the mortuary, where the family will receive friends from 6 to 8 p.m.
